An architect of California's AB32 when he was Secretary of Cal EPA, Tamminen theorizes how climate policy will shape markets and how companies need to re-position for new opportunities. Break 10:30am - 12:00 noon Environmental Infrastructure Finance in an uncertain policy landscape: Beyond Cleanup to Development With deeper budget cuts at state and federal levels, financing alternatives will be needed to move energy and environmental projects ahead. The President's Executive Order 13514 in October 2009 (for Federal Leadership in Environmental, Energy, and Economic Performance) is now rolling down to federal facilities and procurement efforts. DOD cleanup spending for FY2012 will be flat to down, and Corps of Engineers funding may be cut more. The multi-year Transportation bill will come up for hearings this fall, topping $500 billion. The panels will discuss the latest developments in this emerging theme of "Beyond Cleanup to Development" as federal agencies and governors continue to seek job growth using energy and environmental initiatives: Panel I: Innovative Approaches, and Approaches for Innovation and Recovery. Moderator: Walter Howes, Managing Partner, Verdigris Capital (former Director of the DOE Loan Guarantee Program, and Contracting Reform; Panelists: Wendi Goldsmith, CEO, BioEngineering Group; Anna Willett, Director, Interstate Technology & Regulatory Cooperation project for the Environmental Council of the States. Panel II: A Clean Energy Deployment Administration? A partisan Congress will likely be debating agency budgets, loan guarantees, tax policies, and a ¡°Clean Energy Deployment Administration¡± within a larger energy bill. DOE's proposed $29 billion budget has significant boosts for renewable energy but Congress will push back and spending and regulations. Many states are trying many different tools, not waiting for Congress. Moderator: Andy Paterson; David Widawsky, Office of the CFO, U.S. EPA. 12:00pm - 1:00pm Lunch 1:10pm - 1:50pm Keynote Address: James Strock, "It's all about service," says Strock about his 21st Century philosophy and practical advice on Leadership & Sustainability. 1:50pm - 2:30pm Q&A Panel on California's Clean Energy Economy and Implementation of AB32. California's Global Warming Solutions Act calls for substantial reductions in the state's carbon emissions. The impact it will have on the economy, and particularly on small businesses, was central to attempts at its postponement and will continue to be debated as the law is being implemented. The panel will explore: Why climate policy initiatives like AB 32 will create jobs; How the implementation of AB 32 will impact California's economy (Winners and Losers); What can California policymakers do to further the job creation, innovation and business opportunity potential of AB 32. Moderator: Chuck Helget, Sector Strategies; Panelists: Jim Strock; Cindy Tuck, Undersecretary Cal EPA. 2:30pm - 3:10pm Water & Labs: Steve Maxwell offers a strategic overview of the water sector with market & financial trends and near-term opportunities for service and equipment providers, followed by a review of the environmental laboratory business. Break 3:30pm - 4:30pm Energy Development: Shale Gas & Renewables. Horizontal drilling and hydrological fracturing has made the exploration and production of "unconventional" gas more cost viable and E&P activity has boomed in the Barnett, Marcellus, and other shale gas formations in the U.S. This activity has given rise to significant environmental activity, including the preparation of EIAs, EIRs, and permit applications, as well as significant wastewater issues, prompting a major new market for environmental companies.
